Eyeliner is a technique learned by practice...LOL. I use self sharpening pencils, but a lot of makeup artist suggest using an angle brush in powder shadow smudged very closely to the eyelids. It is easier to apply and won't make the mess that eyeline will. If you are afraid of getting makeup under your eyes, apply an temporary blanket of powder under your eyes to catch the excess. This is called the drop cloth method.
Also try not to use black, or don't apply any to the bottom lids. Most will say that black looks too harsh for the daytime, regardless of what people on tv wear...LOL. Try using a brown, or khahki color. If you have brown or green eyes you can also use plum colors.
As for makeup, I use wet n wild, cover girl, and physician formula. Wet n wild is a cheap makeup that unbelievable goes on smooth and does look cakey. Just be sure that no matter what your makeup brand to follow a good pre-makeup regimine, and never put makeup on an unwashed face.
As far as the applications, go to the website I have suggested. They show you nice quick tips that will help, and try to keep things natural looks. Don't go too dark on your makeup. Or too bold. At least not in the daytime. Try a neutral color, like vanilla or soft taupe from lash line to brow and a darker color with the angle brush in the lash line. For a little more try a medium color in the crease of your eyes. One coat maybe two of mascera and a bit of color on the apples of your cheeks swept very lightly up to your temple. It shouldn't look like makeup but like your are flushed. That natural look after a brisk walk. Apply a natural color on the lips or a little lip gloss, some powder all over the face to set the makeup, and you should be done.
Evening time you can spice it up a bit with smokey eyes, or maybe emphasizing your lips with some pretty red lipstick. Always stick to one or the other. Both just looks like too much.
I always like looking at different websites for new techniques and methods. Here are two websites that can help. They show basic makeup application techniques, and other fun things to look at.

Get one of the beauty magazines and study it. Every month they give makeup tips. Even look at them at the newsstand for a few minutes and you'll learn some techniques.

Use a soft eyeliner pencil like Bonne Bell in a brown shade around the eyes, draw the line carefully and not too wide; and smudge it slightly with a fingertip if there is too much.

I had your problem before when I was younger. What actually would help you is if you went to a make-up counter at a mall to get your make-up professionally done. I did that on my 21st birthday and it was free with the purchase of any M.A.C. cosmetic products.

The lady explained each step to me as she applied the make-up to my face. This way you see how a natural (or dramatic) look is supposed to appear. Usually a natural look is easier to do and takes less time so you can always build upon it to look more dramatic.

If you cannot afford MAC cosmetics which aren't cheap (Lipgloss $15-$20, Compact $35-$40) Try the drug store since all products are under $10-$15 or so! The products are more affordable, just make sure the make-up is of good quality like L'Oreal or Neutrogena. Any drug store like CVS, Walgreens even some decent grocery stores/Wal-mart will have make up available.

Maybelline Dream Matte Mousse is impossible to put on wrong unless you use too much. It is a light creamy foundation that is a whiplike substance that goes on easy. I also use liquid eyeliner by Maybelline because it glides on easier. You said you end up with racoon eyes...perhaps you should tone down your look. Until you learn how to correctly put on your make up stick to the basics like lip gloss, foundation and mascara. Worry about the rest later! lol...the best mascara/eyeliner is by Lancome another expensive brand! lol even Oprah uses it! but you have other options like Maybelline Lash exact which really thickens the lashes.

Make sure you use the right applicators and brushes when you do your make up. If you put too much make-up on a brush or sponge it will come up looking caked on. You do not want your make up to be overly obvious, so make sure you choose the right color. If your colors or too light or dark and does not go along with the rest of your body it will be another obvious you have on make up.

A big mistake girls and women make is try to match their make up to their outfit. Unless your outfit is a neutral/subtle color like gold, silver, black or brown-- do not do that! Your make up is supposed to match your complexion, hair and eye color at all times or at least flow well.

Never put on make up without first washing and lightly moisturizing your face.

You could try to go to a place like Sephora or something, and they could test out makeup on you (They might expect you to buy it afterwards though). Don't go to MAC, you'll look like a clown. I wear Bare Minerals and it looks very natural. Benefit is also pretty natural looking. Try www.thefashionspot.com/forums for lots of information on applying makeup (Though you need an invite to actually join).

okay for a natural look start off with a powder or foundation or both of them. the key is to find the shade and color that matches your skin tone. dont put too much on just leave it simple and even. for your eyes i would put a shimmery brown, bronze or green eye shadow. then use lash exact mascara by covergirl. if you like blush then get a calm peach tone and smile and put it on your cheek bones. dont put too much or else you will look overdone. for the lips use a soft pink gloss, a nude color or just clear.

Good Luck

Take it easy on the eyeliner, do not put it on so thick, buy one of the small tine bushes and put it on, also buy Lorelle make up it goes on very lightly.
