Media is full of it. The UN council wants talks, but keep warning them about their continued enrichment. Rice CANNOT talk to them until they start obeying the UN council resolutions. The only ones that are listening to Iran is Russia. It's not Rice's decision..and she did say..whether they reported it or not, that she'll sit down with Iran anytime, anywhere to talk. The international nuke agency is just begging for a shot to get their regulations met. They keep enriching and REFUSE to stop. So, Iran is looking for trouble. If they would let the security inspectors guide them and go by the regulations, no one would be complaining.

It's an old political tactic. You propose something reasonable or that looks like a concession like direct talks and yet include a "poison pill" requirement that will never be accepted. You avoid the opprobrium for being the one blocking progress and yet maintain the status quo (which you probably want in the first place).
