An analog clock with a 35mm film canister taped to the hour hand. It will feed when the clock gets to about 4 oclock, but only once before you have to refill it. ther than that all the DIY systems I have ever seen were more to build than just buying a timed feeder online.

Automatic feeders aren't all that expensive. You can find some for around $15 at places like Petco or Petsmart. It would cost you that much in the odds and ends you would have to gather to make one, let alone the time.

You can grab them all day long at petco for $15-$25. I am pretty sure that at that price you couldn't make one cheaper.
