A home based business that doesn't require any investment or startup money most likely will not provide you with the tools or information to succeed.
That being said, starting your own blog is free (www.blogger.com) and you can earn revenue from it by using an ad program like Yahoo Publisher Network. If you're creative and a good writer, and have an interesting topic, it is definitely a profitable enterprise.

Another good idea would be to start reselling items on ebay, for yourself and for friends/family. Keep a commission for yourself and slowing build up that way. With spring and summer approaching, garage sales and flea markets present numerous items that can be purchased for very little (the money you've saved from your commission) and then resold at higher prices.

Probably not.
A business is when you work for yourself. No one is going to hand that to you for nothing.
There are jobs you can do at home while working for someone else. Those should not cost you anything. If they do, run far and run fast.

I've built two businesses with them. One makes money. The other is still just a baby. (This does take time. But building any business will take either time or money. There is no free short cut.)

I'm glad you're smart enough to have picked up on that most home-business are a scam.
If you want a legitimate home business, you're going to need marketable skills and to offer a service. Web design is a popular home business (though freelancing often doesn't pay too well). There's also housecleaning, tailoring, and catering.

I have found several legitimate work at home sites so far, and I made $500+ in October, over $700 in November, $900+ in December, and $700+ in January. They are free to join.
Please click my screen name or avatar for more information and a link for proof of payment. You can see pics of checks I have earned, a 1099 Tax form, etc,
And by the way--never join a work at home program that wants you to pay up front. If they were making that much money, they wouldn't need to charge you.
