I'd go for the LCD. The mouse and keyboard don't bring much. If the LCD monitor has trouble coming on, boot again using the safe mode which normally will display in a coarse resolution mode. Then choose a higher resolution setting for the monitor, and go to restart.

Yep you can, just have to make sure the LCD has the proper VGA connections for your old pc. Some LCD's only come with new digital, some come with both and some are just for old video cards.
As for wireless mouse and keyboard, again depends on what connections you have on your system. Most today, even wireless, use USB. If you have USB then your good to go here.

Go for wired keybord and LCD monitor, mostly wireless keyboard or mouse is not efficient for longer use for the reason that the battery will not last longer and prone to EMI like cellphones and other wireless gadgets and if you are using this device at the same time interception may occur. Just use wired keyboard and mouse.

Yes. The main thing you have to worry about is having the inputs you need on your old computer. If your old pc has the connections, you will have no problem.
As for wireless mouse and keyboard, if you do not have the connections, you coud always use the USB port to hook up the wireless
