The strategy is to bribe the auto manufacturers with money, or tax incentives to build the plants there.

The ideological underpinning is to get re-elected, by being seen to protect jobs and support the economy.

I think the size of your words will limit answers to your answer. My opinion is that they have no right to demand such unrealistic expectations, with all the weather and salt and population out there that's determined to destroy whatever you drive within the year. It's costly and useless, and all it does is prohibit those from driving that can't afford a brand new car every year.
Other than that, there is no reason whatsoever that attracts any investment worth making.
