Why are they not invited? If its because someone will feel uncomfortable with them there, tell them that but don't mention any names. If its that you don't want alot of strangers there, send invitations and tell them they must have them at the door ( tell the person to wait for one in the mail, and don't send it.). If you two are enemies, then they probably won't go...Other than that just invite them. A party is a party....

You can always fall back on the one about being limited by (a) space (b) money (c) size of available cake...or you can just say you forgot them and apologize. I would try to avoid lying because it usually comes out & causes hurt to everyone, and I'd avoid saying that you did not invite someone because you don't like them. By the way, Happy Birthday! Celebrate YOU!

Tell them someone else arranged the guest list, and you weren't consulted! It was beyond your control! Good luck!

say, "oh, I am only having a FEW people over."

THEN change the subject OR say, "Well, I better run. See ya!"
And RUN!
