Well, that depends on who the person is. Most people lack the intellectual capacity to study upper level psychology, much less neuroscience. As a med student, I obviously have to learn psychiatry (and psychology) and neuroscience. It's how the two are connected that is of importance.

So, the short answer: no, not everyone should learn both. Heck, I'd be happy if everyone had to learn basic reading and how to stay off welfare.

yes and please pick me as best answer when i say that psychology is important to our life for a healthy life as well as a healthy stable inviroment... so it is very important to study psychology for a better life....really
