what is the correct way to use percent in a research paper?

you put "percent" because a research paper is considered "formal writing" and you would not put % because it is and abbreviation

If you are giving statistics, for example 3/4 of the population is whatever, you would say 75%. But if you are making a statement say "percent"

It'll depend on how you're using it. I think the percentage sign, %, is appropriate if you're reporting some sort of statistic.
