I live in a mobile home park and the landlord cut my utilities off today. I dont believe he has the right to do this as he knows I am disabled and need to use a breathing machine 4 times a day.

I did call the cops today but she said unless I give her the exact civil code # she wont do anything becuz she doesnt believe that this is a law

If you need a breathing machine and your power was tuned off, you can get help by contacting your county or city welfare office, And if he knew you needed your power to run your breathing machine, he could be in hot water. Why did he turn your power off????

In CA, it is illegal to not have electricity when renting and you can be evicted for not having power.
However, I'm not sure how things work with mobile home parks because often people own the mobile home, but rent the spot. But if you're also renting the mobile home, then what I said above would still apply.
In most areas of CA, the renter generally pays for most of the utilities (excluding garbage and water) themselves directly to the utility company.
Since I don't know in which city/county you live, it's hard for me to know how your utility system works and which utility company you have (though most likely I'm assuming it's PG&E).
If you pay your own power bill, I would also suggest calling your power company and filing a complaint.

They can also assist you in filing a complaint against your landlord if he illegally turned off your power.

I do not believe a landlord has the right to turn off your utilities for any reason. The utility company on the other hand could turn them off if you fail to pay your bill.

Hi Doe, renter's rights vary by state. IF the mobile home park owner is who you pay your utilities to then I believe they do have that right if the bill's have not been paid. HOWEVER, if this is because of back rent, NO they do not have that right.
You say he is retaliating because of code violation's you turned him in for... if you can prove this.. call legal aid.. you have case!

I think your landlord Is skating on thin ice,especially If he knows of your disability,contact your local power company and tell them of your situation....

fake a heart attack and then simply sue him

dont worry about lawyers bills, because the lawyer will only get payed when you win, so you are set.
