I think it is the patriarchal society. It is ingrained in every woman (and every man) from birth that women are the subservient class, and that men are the ruling class. Almost every single inequality problem relating to gender has its roots in the fundamental conviction, shared by men and women, that men are superior to women.

If you're looking for evidence for this, look no further than Yahoo Answers. Many of the questions posted here, along the lines of "why don't women just go back to the old ways? all their sleeping around has caused them to lose the respect of men" (paraphrased) are posted by women!

This conviction, in my opinion, springs from the fact that women give birth to children, men do not. As long as women are slaves to the task of carrying on the human race, women will have trouble breaking free of inequality, and will continue to be viewed as second class citizens.
