just about any repair shop will do this for you. dont go to wal mart. you want a trained technician putting your wheels and tires on. ive seen many times where the young kids they have working at those places dont torque down your lug nuts and your wheel falls off. you can even take it to the ford dealership and just take it there with the tires in the bed. i work at a dealership and its no big deal. should cost you around 40-60 dollars to have them swapped out, mounted and balanced.
you may have to pay additional for valve stems and tire disposal.

The term "carry-in" is a bit confusing. I would assume they mean you have to bring the wheels, with the old tires still on them (or in some cases, like new wheels, separately) and the tires before they would do the swapping.
Why not just look in the local yellow pages for "Tire-dealers, retail" and call a few to find their policy? I'm sure you can find a shop nearby to pull the old wheel and tire combination and break the old tires, then mount, and balance the new ones. Don't forget to mention that they all need balancing, inflation and valves installed before getting a price quote.
When you get the price quotes, I'd add fifteen or twenty dollars as a tip, since they haven't sold the tires you're having installed, and presumably they're getting rid of the old tires for you as well.

You do not have to remove your wheels to have the tires mounted at Wal-Mart. Just drive it up. Be prepared to wait though. It may be worth it to you to pay a bit more to get faster service. Check some smaller tire or repair shops. They can usually use the business and you would spend much less time waiting.

Any tire shop will put them on, costco will too, not sure about walmart but they probably will also. In areas where you switch to winter tires most people have to do this switchover twice a year.

Local ford dealer no problem. Any where who can mount and balance tires. However if you have tire pressure sensors. Then i would go to a dealer service department or goodyear or firestone.

"Carry-in only" probably means that you have to bring the new tires with you.
I ordered 4 new tires online, and had them shipped directly to the local Texaco service station. They called me when the tires came in.

Any tire shop will change the tires for you as they are getting paid by you to do it, usually this time of the year a lot of places are slow and should welcome the work.
