It really depends on what you're wearing and where you are. If you wear dark mascara, then light eye shadow would probably look strange. I'd suggest going into a makeup store like sephora and trying stuff out. It's really hard to give suggestions without seeing your face, and ultimately, people have different tastes.

just dont use really dark colors
against your light skin, combined with the black hair, you will look goth/emo if you wear dark colors
try using some bronzer and colors like peach, pink, and lavender (make sure they are pale or translucent!)
this will give you some color and give you a little glow
