Possibly; however, bear in mind that your neighbors, if any, have the right to quiet enjoyment of their property. This means that any burning rubber smells, foul smoke and or loud noises may make you the subject of a criminal complaint.

It may help, if you're working on your car, to notify the neighbors, first, and ask for appropriate times/days on which to do so.

If you mean burning tires in your own property, yes its illegal. We have this clean air act law that sanctions any person or entity that pollutes the air. A smoke from burning tires as we all know is not just bad for the environment but can cause some pulmunary illnesses or difficulty in breathing. If as a result of the smoke from a burning cars, aggravates the condition of a asthmatic person and dies you can be held liable either criminal or civilly. As a direct result of your action or such that an intervening event that took place a person is dead.

Even if you committed the act inside or within the property it doesn't matter because the result or effect of your action involves other individuals and perils their condition. Its like committing a murder in your own house, of course you are still liable as you commit the crime and the place is irrelevant.

Therefore dont burn rubbers or plastic. Burn your steak!

Absolutely it's illegal and immoral! The crap that come out of burning tyres is toxic.
Bury them, or better still turn them into those swans and put a plant in them. They do make good retaining walls. There you go there is 3 alternatives. Of course the swans are a bit yuk but i have seen them used as a child's swing, now that's 4.

Probably if it annoys your neighbors. Disturbing the peace, maybe. Smoke your tires at the street light while next to a another fast car, not at home.

I'm no lawyer, but unless you're sited for excessive noise or one of your neighbors complains - I don't see the problem.
