What does who mean when who says that? Okay, I just lost my chances to get 10 points, but I don't really care about that. If you really want a good answer to your question, read this: by definition, "altitude" means "the height of anything above a given planetary reference plane, esp. above sea level on earth" (dictionary.com, just in case you don't believe me). Knowing this and also knowing that "zero", is not a reality, it is just a convention between mathematicians to express the non-existence of everything, then, when WE say "altitude is 0.0 km.", WE actually say that there is no altitude at all.
0.0 altitude is the non-existence of the altitude.
