Theoretically yes, however practice has been different.

1.The last elections in 1992 were abandoned because of outbreaks of violence (there was a civil war going on).

2. Presidential and parliamentary polls, due in 2007, have been postponed as more time is needed to prepare (allegedly). The legislative polls will take place in mid-2008 and the presidential polls in 2009.
