The first time I grew my nails long, I kept a small tube of Vaseline Intensive Care for hands and nails on my desk and in my purse - I only did this because my hands get dry from soaps in the bathrooms at work and in school - but my nails grew out beautifully!
First off, I'd say stop picking on the tips of your fingers!! Get a manicure or give yourself one - soak your hands in some warm water, maybe scrub them gently with oats (the kind you would use for oatmeal). Use a nail clipper for loose hangnails or skin, but be careful not to tear anything further. Use a nail file to gently smoothe out any nicks on your little nails, put a clear coat of polish on (or two) and when the polish is really dry, put a nice lotion on your hands - Sometimes I like to really slather my hands with a rich lotion before I go to bed, and then sleep with a pair of cotton gloves. (You can treat your feet that way, too, but with socks, obviously, but make sure it's cotton, so your skin will still be able to breathe)
After you are done with your manicure, LEAVE YOUR HANDS ALONE! It's the constant picking that will mess you up...
Never insert sharp objects under your nails to clean them, this will keep your nail beds from growing. If anything beyond washing your hands vigorously is needed, use an old toothbrush to gently scrub your fingertips, this should clean your nails without messing up the nail beds. (Nail beds are the pink part of your nails; yours are really short right now, but if you treat them right, they should grow back in)
Good luck!! :)

nail treatments. nail polish-like formulas work wonders. go to a good beauty supply store, and get a good nail conditioner ( cream form ) along with the nail treatment. use it everyday and very soon you will have long nails. but be consistent and don't stop even after they grow out because they will become brittle, dry and break.
