Actually, I'm asking for a friend. She's tall, long red hair, thin, etc.
We need it to be kind of easy to put together with limited resources. Any Ideas?

She could be Beauty from Beauty and the Beast all she really needs is a dress. Also since she has red hair she could be Ariel from The Little Mermaid. :)

I'd say the Little Mermaid, I'm sure you will be able to find some sort of green or bluish skirt that'll pass. If she has a bikini top she doesn't care for too much, she can glue sequins onto it.

Ariel from the little mermaid. She could use a bikini top and make some type of fin really cute with fabric and decorate it with shells or some type of glittery design.

does it have to be disney? bc she sounds like a good Jessica Rabbit from who framed roger rabbit.
otherwise, she could do Ariel from little mermaid, or princess Anastasia, and i bet she could get away with Belle from beauty and the beast.
