Consider yourself pushing on a wall. You push with a force of 15 Newtons, but the wall doesn't move. That means that the wall is also pushing back with a force of 15 Newtons.
Now, you and the wall must be pushing in different directions. If you both pushed in the same direction, then the wall would go flying with a force of 30 Newtons.
Thus, if the wall doesn't move, the forces are equal and opposite, but if the wall does move, then the forces are unbalanced.

If the forces are equal and opposite, then the net force is zero. Therefore if the forces are not equal and opposite, then the net force is not zero.
