The bucket must have something which has very strong adhesive force. Adhesive force is the force of attraction between two different substances and for this reason if you apply glue to any paper and put another paper over it, it will stick because glue has adhesive force. As water and the bucket have a strong adhesive force, they will stick to each other and will not spill. Maybe the bucket is made up of ice (which is not possible) or any other adhesive material.
The second reason is that the water has high iron content in it and the bucket in which it is kept is magnetic. Therefore magnet will attract iron towards it.

Ok aim not sure whether aim going to answer your question similary aim just try to examine the bucket and if you still want the water to spill why don't you just find sharp put hole in the bucket. With that the water will come out eventually.
