The same difference there is between a dress, and a type of dress (short dress, long dress, summer dress, evening gown etc... they're all dresses. A form of bullying is still bullying it's just categorized as a specific type.

I don't see a difference. Each type of bulling would be considered the 'form' of bullying used. There is no legal definition so many different things are considered a 'form' of bullying but they all fall under the category of Bullying in general. Harassment (verbal and physical) are forms of bullying that most people are familiar with but it is also considered bullying if threats are made over the internet, etc.. If manipulation is involved it's called 'bullying' even if it's done quietly without any actual violence or threat of violence. It's all the same thing, making someone do something they don't want to do or harassing someone to the point that they do not feel safe and they are afraid to go certain places like school, work, etc..

Bullying is when you directly push your will on another. A 'form of bullying' is when is when it's indirect, methods that involve intimidation or embarrassment of the person without physically subjecting the person to harm.
