How are they going to get all the computers, cellphones, and t.v's to program the right way and change the time at the right hour?

why are they changing the time?

Yes it's going to start early. Actually 2AM on March 11th.
Microsoft has a patch out that is being applied now. They are working on the cell phones and all and should probably have all that working too.
No fear!
Don't forget it's going to go a week longer in the fall as well. The week of October 28th.
