You can get the I.P. address of the website and then in your host file put in a different ip address like 255.255.255.255 and it will surely block the website. That's the cheapest way without buying any software.

in IE you can go to tools>internet options>security and add the site to your restricted sites.

also add an entry to your HOSTS file, following the steps here:
