My goodness! You have such beautiful coloring. You look like Alexis Bledel from Gilmore Girls!
Anyways, www.covergirl.com is excellent for what you're asking for. You sign up, submit your coloring info, and they have great recommendations for you.
My advice?
You have great coloring. Simple brown eyeliner, mascara, blush/bronzer for the cheeks, and pretty pink lip gloss would go well with your lips. Something more dramatic would be a darker lip color. It'll bring out your hair color and will make your skin look ivory pale and beautiful.

Ok so seeing your picture it seems that you have perfect skin. So I would go with a mositurizer such as Aveeno or Neutrogena. This would be a base to apply your foundation on.
Foundation - I would go with Christian Dior's Air Flash Spray foundation. This foundation is expensive, $60, but well worth the price. It gives an air brush effect. Makes your skin look like celebrity skin.
Powders - I like photogenic loose powder by lancome. I also like lancomes eyeliners. I think their kohl eyeliners are the best. For eyeshadows I like lancome again. Try click shimmer eyeshadow.
Blush.....sheer amourouse by lancome again. It gives the cheeks a nice healthy glow.
Mascara - Dior Show....this gives nice thick lashes
Lipstick - Try some neutral colors from Chanel
And don't forget makeup brushes!!!!!! These are essential in oder to make your makeup appear flawless

Try bee-luscious cosmetics , the mineral liquid powder foundation in Linen would be perfect and the lip shine in the softer tones or the lip gloss wand they have a color that is so pretty "Angelina" and "candelight" I got those both for my daughter and she has similar coloring as you. Also try the mineral tides colour wheel in neutral or peaches n cream

You have a very pretty face...I would recommend department store make up vs. drugstore make up. It's more expensive, but there IS a difference. I love Dior, Chanel, Elizabeth Arden, Clinique, Lancome. Right now I'm using Diorskin Airflash foundation...it works WONDERS. It makes my skin flawless yet it feels like I'm wearing no make up.
Go to the counters in a department store and ask them to test different colours on you for eyeshadows and lipsticks/glosses to find the best matches!

Very pale blue eyeshadow, brown mascara, pale pink blush, and a clear gloss. You have natural beauty. You don't need foundation. Keep your make-up very subtle. It will bring out the beauty you already have.

try beige for skin, any light color for eyes and light pinks, nuteralls, or pale oranges (coral) for lips. to truly find you colors, have someone else do it for you. go to a Macy's store and ask for a free makeup makeover. if you are under 18, bring a note sined by your guardian. the ppl there will find your colors, show you how to apply and... you are not obligated to buy anything.
