They just warm up. Everyone has different methods of warming up - some play scales, some play long tones, others work out technically difficult passages. Then the oboist plays an A (440 hrz), and the strings tune their A strings. Then the oboist plays it again, and the strings tune their other strings to that A. The oboist plays it a third time, and the wind instruments tune.

A school orchestra might have a different routine, but either way it's called warming up.
