To whom it may concern or Dear Sir or Madam?

I just ask cuz I always hesitate what to say to be professional.

You can also get creative and call the company, if you have the phone number and ask the person who the head of the HR department is if your sending a letter for a job. Usually the receptionist knows this answer. Then you can address your cover letter directly to that person. Good luck.

Dear Sir or Madam, it's more personal. To Whom It May Concern sounds too much like a form letter.

Dear Sir or Madam.
It sounds personal AND proffesional. To whom it may concern just sounds too formal and inpersonal.

When you don't know who is going to receive it. The Addressee should always be: " To Whom It May Concern."
