You can pick up a test sign-up card (I believe it's still yellow) at any post office, but you will be limited to the tests given in that area. To find more tests go to USPS.com/jobs. Most libraries and bookstores carry the test preparation books.

Ask to talk to the Postmaster at your local post office. they can give you better directions to the testing location than anybody here could.
