Writing is the main form of communication that is recordable. It doesn't matter what you do. In many science and math fields, you still have to submit reports. Even art and music need to write, whether it's letters asking to be heard/shown, etc. You don't have to be expert, just competent like you said.
Writing is universally needed. It's the same reason colleges test for basic math skills, even for those in majors not related to math. Universities are schools of higher education. If you just wanted to train for a job, you go to a tech or professional school.

Writing is used in every profession pretty much and is therefore a vital skill. It is found that a lot of employers feel their employees writing skills aren't up to par so many universities are stressing writing even more now
