Buddha was a Teacher he preached the Dharma in an effort to help other sentient beings reach enlightenment. Through studying and following different methods of meditation with various religious teachers.

Guan Yin is like a student in University who graduated with honors to gain a doctorate. After graduation that student decides they do not wantto leave the university to go out into the world to work in their profession but instead stays back inthe University as a student counselor or teacher to pass on all the lessons they have gain from this university....
The same way, Guan Yin... although FULLY Qualified to be a Buddha, out of Compassion and Loving Kindess to sentient beings doesn't enter the gates of Buddhahood but stays as a Bodhisattva to assist those still studying/learning and moving towards final graduation.

so that she could stay close to people and help them rather than leaving the earthly realm do to achieving "Buddhahood"
