(I'm not sure if you are talking about cheating on a test or a person--but this applies to both)
I believe it is wrong to cheat.
I do not believe it is wrong to get the urge to cheat. We are all human---but if you dwell in that urge- (as would be more the case if you were cheating on a person as opposed to a test) then that may be wrong. Because if you dwell in the idea of cheating on a person, then maybe you like the idea better then the person you are with --and I think that that is a kind of un-faithfullness.

Depends on what you mean by "cheat."
If a needy child is playing a carnival game, and you "accidentally" knock the ball into the basket or whatever so that she wins a toy, that's cheating, and I'd say it's not wrong.
Is it wrong to cheat on a test in school? Yes. And you probably already know all the reasons why.
Is it wrong to get the urge to cheat? Heck no. Thank heavens we aren't held accountable for our urges, or we'd all be in jail. Can't help our urges, we can only try to control our behavior.
Basically, there are two kinds of people in the world - people who admit that they have undesirable urges, and people who don't admit that they have undesirable urges. ;-)

i believe it is wrong to cheat, but the urge to cheat is not necessarily as controlable as not cheating so dont beat yourself up about it. both are wrong if theyre intended to hurt your significant other.
if you are in a abusive or otherwise terrible relationship the urge to cheat may be coming from more acceptable origins.

i think everyone is missing one point--is it really the urge to cheat, or the reason for the urge in the first place--that needs to be worried about? if you want to cheat on your spouse, for example, you need to examine the reasons for that, and deal with the root cause. wanting to cheat on a test, are you being lazy and not wanting to study, or are you just stupid? both can be dealt with, in different manners.
worry more about the root of the impulse, than the actual impulse itself. You cant stop the impulse, but you can prevent acting on it by examination of the facts.

I believe that if you are in an unjust system, or one in which the rules are not followed or enforced, then it is okay to cheat.
Otherwise, you are the person that everyone takes advantage of. Was Ghandi cheating when he made his own salt, rather than pay the exorbitant salt tax?
If the system is just, and the laws are enforced on everyone equally, and the denizens follow the rules, then it is wrong for you to cheat. Basically when everyone has been waiting in line, it is bad for you to jump the line for no extraordinary purpose.
