I am guessing grease paint or CGI. These days, I would say CGI is the most likely.

i barely remember this movie because i was like 10 when i saw it, but i think he falls into a pool that was filled with blue dye.

frankie and amanda put either blue dye into the pool or blue paint in there, and he dove in to the pool and turned blue

If you mean how did they make him blue, it was probably make up. In the script, it was done by pouring blue dye in his pool.
