I think any kind of rock can be written on with permanent markers (they come in a rainbow of colors now, by Sharpie), metallic markers, or certaint ypes of paints. Smooth and light colored, like granite, is probably best. Folk art has been painting on shale for decades - at least 100 years.
Get river rock that has been tumbled at the bottom of rivers. It is smooth. Usually round or oval shape. Some have a flat top or bottom, but it is worn smooth by the water. You can get it from rivers, or from landscape/garden suppliers.

Unpolished limestone and travertine can be written on with magic marker, or painted with acrylics.

any smooth surface rock...
acrylic based paints or paint pens...There's a whole series of craft books on painting animals on rocks...
"Rock Art" by lin Wellford is one of the best on this topic.
