Piece of cake. Soil ranges from Alkaline to Neutral to Acidic. There are specific numbers in the range. Walmart has a test kit in the garden section, or you can use Litmus paper, or send soil samples to your local agriculture station (most US cities have them, by county...)

Some cover crops such as red clover and alfalfa increase nitrogen in the soil that other crops remove during growth (corn, tomatoes) Here is a more brilliant source than myself:
