This is the most powerful character I have ever heard of.mysterious super-being who has appeared in the alleys to offer his guidance and wisdom to The Hellspawn so that he might play his part in Armageddon. He is a being of practically unconceivable power who has been the architect behind most of the events in the Spawn universe, holding significant knowledge about Al Simmons and his role as Spawn, knowledge that not even Mammon possesses and possessing powers beyond that of God or Satan. His true form is as the "Mother" of Existence, though he is neither male nor female.Powers Are:
Immortality, Omnipotence, Possible omniscience, Powers beyond that of God and Satan maybe he shouldn't be in this fight. Eventhough we know nothing is more powerful than the creatorAlmighty God,but this is only fiction people.So please don't get mad ok.So who wins Heck throw in the Surfer ,Galactus,and the Spectra.Who wins and why? Good answer.Whats the diffrence between omnipresence and complete omnisence the omnisence and onipotence seem to be more powerful.but if anyone has any feedback give please.I mean it seems they wouldn't even be able to harm the other

Personally, I don’t think that the Living Tribunal could stand up to the Spectre. It’s a matter of being established. Let me explain what I mean by that.

The Spectre was one of the earliest ‘omnipotent’ characters, created by Siegel and Schuster, the same guys that came up with Superman. (And this was long before Superman got so powerful; this was during the reign of the golden age Superman.)

The Spectre was Jim Corrigan, an ordinary guy who was chosen by God to be a supernatural avenger of evil. (You can also esee how Siegel and Schuster’s Jewishness figured in to their creation, since Spectre has so much in common with the avenging angel that struck down the Egyptian firstborn; and it has been suggested that they may even be the same.)

From his earliest appearances, Spectre was indicated as being as powerful as God, and could always go to God when he needed advice (disembodied word balloons were tastefully employed, so the artist did not have to try to draw God), so he had the omniscience thing too, indirectly. And this was back I the 40’s, before any other character had even been imagined with that sort of power. That’s what I mean by being established. It is not the only criteria, but it does count for something.

Also, the LT was ‘grown up to’ while the Spectre was ‘handed down from’. Marvel kept using ‘cosmically powerful’ characters, like Galactus, and they had to keep adding more and more powerful ones, each time they needed one for a story. (Eternity, Death, the In Betweener, Order, Chaos, the Beyonder, etc.) It was sort of their equivalent to Superman’s powers getting more and more powerful—and unreasonable.

The Spectre received his powers from God. There would be no ‘growing’ or ‘increasing’ of power levels. He was already at the top! Basically, the Spectre was empowered to do anything that God wanted im to achieve, and if that includes taking down the Living Tribunal, so be it.

I have personal religious objections to the man of Miracles, even though I know he is only fictional. I guess it is that the Spectre knows his place in the hierarchy and does not even pretend to be above or apart form God.

So, basically, I think that the Spectre would defeat them all. Then, the Spectre would submit to God, showing by his actions that God is worthy of ruling over all, by the simple fact of having created it all (or, indirectly, by the fact of having created a pluriverse in which it was possible for all this to happen) without even bothering to deal with the question of whether he could beat God in a fight, the way Satan originally tried.

It’s that recognition of himself as a created being, and not pretending to be the Creator that makes Spectre the best. Maybe the best way I can think of to express it is, since we know that “power corrupts and absolute power corrupts absolutely”, it is also true to say that “Responsibility empowers, and absolute responsibility empowers absolutely”. The Spectre acknowledges his responsibility to God and is thereby stronger than anybody who thinks they are equal to God or pretends to be equal to God.

I would say is the Living Tribunal. Simply because the Man of Miracles dosen't have Omnipresent which Living Tribunal has. Oh yeah, I don't think the Living Tribunal is the most powerful. Above all pantheons of gods, cosmic entities, and even beyond the Living Tribunal is the ultimate supreme being, the One-Above-All, to which the Living Tribunal sometimes refers. He is considered "God" to the Marvel Universe, and is rarely seen, but referred to in times of dire need. The One Above All is fully omnipotent, omniscient, omnipresent and has totally unlimited reality-shaping powers. The One Above All has not shown any abilities. It's power is supreme in the Marvel multiverse.
