ok my brother is jewish and he had a penis problem and was not able to but when he is 5 months he is getting an operation cn we do it then

Yes he can. I was born in the USSR and during the year of my birth 1982 the mohel of Moldova died. There was only one mohel in Moldova and the nearest one was in Moscow. Traveling to Moscow was expensive and my parents could not afford the trip. I was close to 11 when I had my circumcision. Besides, for medical reasons you can wait until you are 100% healed.
