i think it has to do with the invention of the calendar and what it was for a breakthrough in science to have this 29th of february.

Because of leap year.Leap year uccurs because there are not really 24 [solar] hours in a day. its like 23.934 I believe. All science

probability suggest that because february 29 only happens approximately every 4 yrs.
