I was looking close toward UIC and CHildren's memorial if there are any places there. What neighborhoods are off limits r/t crime?

I attended UIC and it is an excellent school. I did graduate 3 years ago and at that time the neighborhood was a little scary. It has however been undergoing gentrification. There are several new condo and apartment developments just north of UIC across 294, in the west loop.

In my time, I chose to live by the Lincoln park and Wrigleyville Area. Around Fullerton, Belmont and Addision Street. There are a little higher priced, but they offer convenient transportation with many bus and el stops. it is also a younger neighborhood with a lot of good restaurants and bars. I personally live near Newport and Clark and it was my favorite apartment of all time. it was leased by ICM apartments. I do not know if they are still around, but there approval process was easy.
