I think sabes99 put it very well. So I'd agree it's Holt>Smith>Boldin>Driver.
I would like to add that while I agree Boldin was in pass heavy system, so is Larry Fitzgerald who also gets alot of the receptions. It also means that people expect the pass more and there's more pressure on him. If he was on a team that didn't have a "competetive" #2 but had a decent RB, he's be even better.
Also I'd rate Driver as a B+. I don't want to totally bash the guy, but getting to the pro-bowl this year (2nd in 8 years) doesn't put him at the top of the league.

1. torry holt...they can put all 11 guys on him if they wanted, and he would still get open...he is a terror, especially around the end zone
2. steve smith...just look at the panthers with him and the panthers without him...they were two very different teams, but towards the end of the season they stopped getting the ball to him and the panthers began struggling as a result
3. anquan boldin...super talented player who has a big frame, but i think his numbers are inflated a little because the cardinals under denny green passed so much, in part because they were losing so much that they had to throw
4. donald driver...the least talented of the 4, not that that takes anything away from him because he is in some tough company in this group...he has had injury issues and has not performed consistently, he had a career year this past year but we'll have to see if he can carry it on

1st - Torry Holt is the best. He has had over 1000 yards receiving every year. He has made the pro-bowl 5 times. Holt became the fastest player in NFL history to reach 10,000 receiving yards, doing so in the sixth game of his eighth season. He is the only WR in football that is on pace of breaking Jerry Rice's records. There is no one else who can say that. He is unselfish and a team leader.
