a great variety of hospitals consult with the 1st twelve months medical doctors (sparkling out of med college) as 'interns'. some do no longer...to a pair, they're all citizens. human beings who do, they consult with the medical doctors who've been out of school for a minimum of a twelve months or 2 as 'citizens', as a result, they might outrank an intern.
