Orwell was actually writing about the growth of communism in Russia, which started out with great ideals and slogans for making sure that everyone took part in the work of the community and everyone benefited from that labor. Later on, however, Communist Party bosses began to lead lives much like those of the former ruling classes. They ate when the common people starved, they had comfortable homes when everyone else lived 5 to a 3 room apartment. The Communist Party eventually became a totalitarian government, because it was the only legal political entity in Russia and controlled every facet of the peoples' lives, just as the pigs controlled every facet of the Farm at the end of the book. Like Stalin, the pigs eliminated all the early supporters of the Revolution in order to become dictators of their regime.
