Use eye shadow that has a shimmer to it. Don't line the entire eye with liner. Only the top lid and the corner of the bottom lid. You might try a translucent powder around the check bone just under the eye.

MAC has really good eye shadows for this. Get ones with the shimmer on it and apply it REALLY LIGHTLY, get like gold eye shadows, but the trick is to put it on lightly or else it will look powdery rather than glossy.
