There's essentially a different protagonist for each section of the book.
For the Fellowship of the Rings it is Frodo, he stays the main focus the entire length.
For the first half of the Two Towers it is Aragorn, and it deals mostly with his quest to find Merry and Pippin. The second half, the protagonist is Frodo.
For Return of the King, the first half, the protagonist is Aragorn, dealing with his quest to Gondor and the reclaiming of the throne. Gandalf has a subplot here as well, dealing with Denethor.
I would argue that for the first half of the second part, Sam is the protagonist, we start the story without Frodo, and Sam does an awful lot.
Once the party is back together after the fall of Mordor, Frodo regains the position as protagonist.

In the Hobbit Trilogy, Bilbo Baggins was the primary character.
In the Lord of the Rings, Frodo Baggins is the primary character. If not for Frodo successfully making the trip into Mordor and the ring being destroyed at Mt. Doom, there would be no kingdom for Aragon to return to.

My friend and awesome author, Stacia Wolf, was probably closest to the spirit of the books with her answer. However, being limited by the question that Diana posed, it would be Frodo. Aragorn and the other members of the fellowship, along with Bilbo, the elves, the dwarfs, the good humans, the Ents, etc., all had a hand in getting Frodo and Sam to the end of the journey. Even Smeagol assisted, though mostly to further his own ends, except for the rare flashes of humanity that show through.
So, under the restrictions of the question, Frodo, definitely.

Sam. How many times did he carry Frodo? HE rescued him, protected him, fed him, cared for him, gave him strength. Without Sam - ???
Seriously, though - I've always considered the Lord of the Rings series an ensemble story. True, in the Hobbit it was all Bilbo. But in The Lord of the Rings, several characters propel the story forward, and without them, the conclusion would have been different. Without Frodo, all would have succumbed to the ring (except maybe Sam). Without Aragorn, no Return of the King, and many would have fallen and died without his intervention. Without Gandalf, Frodo would have been ill-prepared, and many battles would have been lost. So I consider this an ensemble piece. It's a great piece of writing, and when confronted with such, I don't worry too much about labeling its elements.
But if I had to vote - Sam!!

Frodo is the primary character for the first two books, but the story splits and Aragorn becomes a main character, too. It's rare for this to happen in fiction and I believe this was the first example of it happening.
By the way, it wasn't planned when J.R.R. Tolkien began the story. The plot was all Frodo's until they got to the Prancing Pony. In the inn, Tolkien needed someone for Frodo to talk to so he created Strider as a walk-on character--and Strider refused to leave. Tolkien had to figure out who he was and what he wanted and the Return of the King was born.

Frodo is the main character. The story is told from his POV (point of view). Aragon is a major character who is working towards the goal of the main character and against the protagonist.

I must agree with Kawi Guy Frodo(when looking at the film), but if you ask Who is the main actor in LOTR, or even who do you consider to be the main characters, then the possibilites would be quite interesting, don't you think?
