As long as the horse is healthy and sound you can use any breed horse.
The most popular breeds at Barrel races however are quarter horses, paints, and appaloosas.
Overall don't choose a horse for a certain discipline based on breed. You need to look at over-all train-ability, natural talent, soundness, and heart.
I've seen little pokey grade horses that run barrels better than full blood horses just based on their heart. They loved to run around those barrels and loved to hear the crowd cheer them on.
I'd hate to see anyone pick a horse based on breed and end up having an equine who may not love doing the task you ask of them. If you find one with the heart and talent for it then they will give their all- horses that don't like doing their job will only half do or do the task with very little enthusiasm.

As you can see the typical answer is quarter horse and I think it has a lot to do with that being the cowboy/rodeo horse. In all reality though I think an arabian would be best. They have shorter backs so they can turn quick and are VERY fast. My Arabian has beat every horse he tries racing-short or long distance. But any horse can do it- just get one you like and go from there-no use having a great barrel prospect that you don't find appealing.

Quarter Horses are the perfect for barrel racing. As for age, looking on your length/age, you opt for one that has some experience. except you have a tun of loose time on your arms, get one with a barrel trend on it. attempt to get one age 4-13. I trip a 14yr old qh who acts like a 2 twelve months old yet kicks butt.
