4 quarters is a start, and any other combinations using quarters and dimes (or half dollars if you so choose). The questions states "at MOST one nickel," so you don't need to use any, and you can't use just one cuz you would need those pennies.

Well you got your four quarters and your 10 dimes. And then you have 3 quarters and 2 dimes and a nickel. And then 2 quarters and 5 dimes. And then One quarter and 7 dimes and a nickle. I think thats it.

or

or

or
