Yes and no. Someone raised that way, say KKK kids, or KKKK, HAHA, have no real choice. Even tho when they get old enough they may choose to reject it, they usually don't. It's like a kid raised Catholic renouncing it when he is 18 and turning Protestant. I mean it happens, but not often. A person may choose to be racist due to environmental influences. Funny that people that grow up in a certain infusion of one race and they are another tend to resent the other race. Make sense? I grew up in a highly black area and my elders were racist to a certain degree.

no, not at all, though some people will tell you that its bred into people , its a completely personnel decision. I live in the deep south, where racism is very prevelant, yet i have not allowed myself to become involved in those sorts of things, if you want to judge people based on somethin that they cannot control such as the color of their skin then that is your own illogical terrible decison.

It can be sometimes. I've met people that have never seen a person of color in their life. Because of their ignorance of the world around them, anyone of color is considered wrong or so they were told by their kinfolk. It's a matter of how a person's brought up.
