on your desktop
right-click
select new
select shortcut
when the new shortcut wizard pops up
enter http://yahoo.com (exactly how you see it here)
click next
name it Internet Browser
click next
now when you click on this new shortcut you browser will come up with Yahoo on the front page

Well based on the question I'd figure it is Internet Explorer. You know that thing you are using to look at this page? That is the BROWSER. Just a fancy name. If you don't know how to open it then go to the Start, and then under programs, it should be listed somewhere in that menu.

Your browser is Internet Explorer, Mozilla, Opera, or Firefox.

It's just the application that you use to browse the internet. You can check the full name and version by opening the program and click on "Help -> About"

Internet Explorer. It's the default browser for Windows. Some people including myself use Mozilla's Firefox.

If its not on your desktop.
right click on your desktop then go to Properties/Desktop tab/Customize Desktop
-then click the check for Internet Explorer.

you could always search for it from your start menu.
