The atomic mass of hydrogen and the ration of a diameter to the circumference of a circle (pi) are universal constants that will be the same no matter what planet you are on. It is assumed that any civilization technologically advanced enough to communicate over interstellar distances will know these numbers and then will recognize their use by other beings as a sign of intelligence.
In the book "Contact" by Carl Sagan, the mysterious transmission for the extraterrestrials was found on the radio frequency that co responds to hydrogen times pi. It could just as easily have been hydrogen times the speed of light or pi times the exponential or some other universal constant.
The point is that it was a frequency that corresponded to some combination of numbers that are universally constant, and indicated intelligence.
Other than that, Matahari is correct in that there is no special significance to those numbers.

There is none. In the move Contact, a radio signal is received from space that is broadcast at a frequency that is equal to the value of hydrogen times pi and counts the prime numbers from 1 to 101 in sequence coming from the star Vega, 26 light years away.
