Hands down--this is an easy one: Dwight Eisenhower.

1. Both presidents ruled over the country in the decade following a major war with a European power.
2. Both presidents were soft spoken and quiet leaders
3. Both presidents had significant doctrines named after them (Monroe Doctrine and Eisenhower Doctrine)
4. Both presidents presided over the country in times of peace and tranquility (the Era of Good Feelings and the 1950s)
5. Both presidents oversaw new transportation systems criss-cross the nation (Canals under Monroe and the interstate highway system under Eisenhower)
6. Both were overshadowed by strong-willed members of their cabinet (J.Q. Adams and J.F. Dulles)
7. Both were seceeded in office by Presidents that only served one term each (Adams and Kennedy)

And there you have it!

James Monroe was a little old, and he was more a chairman of the board. He had many very capable people in his administration, such as Sec. of State, John Quincy Adams; Sec. of War, James Calhoun; Sec. of Treasury, William Crawford.

He does not appear to have made any major errors. John Quincy Adams probably had more influence with the Monroe Doctrine, than did the president. Still it had his full approval and knowlege.

Although I have studied the era I never heard of Monroe's vice-president Daniel D. Tompkins. Here Monroe seems to be the opposite of the rash, inept Baby Bush, whose vice-president is dangerous both with a hunting rifle and in seeking war, now with Iran. President Clinton did not have Monroe's morals, and while not inept, lacked a distinguished cabinet like Monroe had. Considering all of these factors, sound judgment, good morals, very capable cabinet, and ability to delegate power, I would compare James Monroe to President Ronald Reagan

I'd say Woodrow Wilson because both presidents oversaw the country in particularly isolationist eras as proved by the Monroe Doctrine and the rejection of the League of Nations post WWI in the Wilson administration.
