Because one type of folktale/fairy tale is the talking beast tale. It is a subclass. Animal Farm obviously has talking animals (anthropomorphism, if you want the $10 word). It also uses animals to tell a moral tale (called a fable, another subclass). Technically, fairy tale needs fairies or magic, so I would call Animal Farm more of a fable or folktale.

Animal Farm is a depiciton of Stalinism in the Soviet Union. It uses animals to portray the characters in it, such as horses, pigs, and others. So I assume that having the animals talks and interact as people make Animal Farm a fairly tale, although the message is deadly serious.

Because animals really can't talk or form political movements. At least I don't think they can...I did see the ducks at the pond this afternoon talking in a circle until I walked up. They scattered like they were trying to hide something. Hmmm.

Because the animals in it talk and can walk upright, read, write, and do things that normal animals can't do. Plus they overthrow the original owners of the farm.

Because it was safer for the author to depict his country's political state this way. If he had named names, he would have been executed.
