The best answer is to not design for any resolution. Your layout should be fluid and fill the screen's usable space regardless of resolution.

You should go with the smallest popular resolution. 1024x768 is not a good idea - while it's the most popular resolution, there are a lot of people who use 800x600 as well. So your size should be less than 800x600. Making it more than that or close to 800x600 will cause a horizontal/vertical scrollbar for 800x600 users.

Depends on what size you're designing for. Generally you want your site to be ~800px wide with a fluid height.
